Can someone recommend freeware for screen capturing and editing video? I want to make videos about the programs I use, tutorials even?

Also if you are on Windows 10, it includes a built-in tool for recording videos of PC games, works on desktop apps also. And If you have an NVidia card, GeForce Experience allows you to record videos too.

I dont suppose you guys know if the elements premiere line does video screen capture from the desktop?!?

Probaboy the most commonly used software for this is from a company called Techsmith. Their Camtasia software is pretty much the industry standard for this type of tutorial. Has a lot of great bells and whistles.

... and Camtasia is probably the most expensive out of such software.
Corel has its own Video Capture, but it only records at 30 fps (at least on my computer).

If you need a freeware video editor, I think Blender is the best and there are tons of tutorials, to get you started:
I've been using CamStudio and editing with Windows Live Movie Maker for my free tutorials. CamStudio has some bugs and can be frustrating, but it is free and gets the job done. Movie Maker doesn't do super advanced edits, but it's great for a lot of simpler things. I've attempted video editing in Blender, but even as an enthusiast of the program it's incredibly finicky and hard to use. I've also used Avidemux occasionally.
If you want pro-quality results, you're probably going to have to invest in Camtasia.
I'm surprised nobody has mentioned OBS Studio. It's free, very popular, and I use it a lot and can't recall having any real problems. OTOH, I tried Camstasia and dropped it like a hot potato due to problems. And the cost as I recall.
I can recommend Action screen recorder. But it's not a freeware :/

Seconding OBS. I use it to stream, and it has a record function, as well. Very easy to use, and it remembers your settings in between sessions.
OBS is great. It is free and open-source. Though it is difficult (at least for me) to understand how to use it at first, you will find it powerful and reliable once you get the hang of it. Another tool I'd like to recommend is Joyoshare's best screen recorder for PC and Mac. It is able to record screen in 4K and HD quality with no time limit. No watermark as well. I often use it to make how-to videos for my customers.
