Pose converting

I'm debating about picking up Zev0 & Discobob Genesis 3 to 8 poser converter. https://www.daz3d.com/genesis-3-to-genesis-8-pose-converter I was wondering if it works for facial expressions  and if it was possible to select Genesis 3 male poses and convert them to Genesis 8 female, or if it has to be same genders I'm converting into.

No, it doesn't tranfer facial expressions except for really basic things like opening the mouth and moving the eyes.  As for cross-gendering... most g3M poses will work on G3F and vice versa... you don't even need Pose converter to do that, so, yes, you can cross the streams and use boy poses on girls and vice versa... but you'll usually need to adjust some bits manually afterwards, though being able to do it in pieces via Pose Coverter gives you a lot more verasatility.  That said, there's a fundamental difference in weight balance between how a male human walks versus a female, so while walking poses will transfer, they may look a little odd since a woman's center of weight is in her hips and a man's is in his shoulders.

Male and female poses for the same figure base are interchangable anyway, if they have been converted, or not. You have to make some adjustments, but that is also the case for any figure morphed in some way.

The relevant part of your query however refers to metadata (ie data for Smart Content). For this the script simply maintains the existing metadata for Genesis 3, except to convert to the relevant Genesis 8. Thus a pose for G3F will only turn up in the Smart Content of G8F. I am not aware of an option to make it appear for both G8F and G8M.

Note that the converted duf files for female poses are usable on G8M (and vice versa) but you will have to do that in the Content Library pane.

For expressions if depends on if they just use the standard face bones, or mix with expression morphs created for Genesis 3. The former work, the latter do not.

If it is just for G3 poses, try this, it's free and works great. There is a version for G8F and G8M
