IOR for Dark human skin

I have been looking for an answer by google, for a few weeks now. I never did find an answer for the question of IOR, for Dark human skin. Close to 100% of the time, I use Victoria 4 and Victoria 4.2.
Nice looking MAT settings I have been using: 119 78 58, specular 51 72 77. Iray Colour effect is set to: Scatter and Transmit. DAZ forums I found a few minutes ago, did not cover dark skin, other than mentioning the same settings would wash over dark skin.
I also have great difficulty keeping eye brows pure black, instead of grey. And in other renders, making eye brows a strong red colour.
So 3 questions:
1 - What is a good IOR for dark human skin.
2 - How to prevent eye brows to being super shiny reflective
3 - How to force eye brows to be red when using a red haired character ?

All skin is about the same. There's a negligible difference. Different types of skin on different parts of the body vary. Here's a nice paper on it http://bmlaser.physics.ecu.edu/literature/2006 03_human skin index.pdf
You can make them black on your spec maps or not paint them and use fibermesh.
Wow Brow in combination with Brow Remover for Daz Studio is your best solution for texture based brows. Otherwise a fibermesh with a red haired shader on it.
