    Yeah if upgrading from an old card, and on a budget then yes the way to go.. Not sure how it would be with if one owns a 1070, 1070ti, 1080 or 1080ti if it would be worth the upgrade..

    For what I've read, the (game) performance would be between the 1070 and 1070ti. I'll stick with my present 1060 for now, no budget for it anyway.... cheeky

    GTX 1660 Ti vs the GTX 980 Ti. About the same speed.

    Oddly enough the 1060 performs slightly better on passmark. So no increase in performances. I also see there are no tensor cores so I wonder what's the benefit over a 1060. So the price increase seems just a malus, you pay more for nothing.

    It is definitely 1070 level performance in most games. I couldn't find any rendering benchmarks. It does have the newer generation CUDA so it should be somewhat faster than a 1060 at rendering. I wouldn't go from a 1070 to a 1660ti simply because you'd be losing 2Gb of VRAM.

    I worry about having to replace my 1070 if it should die. I bought it when they were still affordable but the prices for new NVidia cards is scary and losing that 2GB VRAM might be unavoidable should the unthinkable happen.

    There are 2060's at $350 right now.  I would anticipate that price coming down $20 to $30, at least, in the next few months if games don't start coming out with some really spectacular RTX features.  For rendering the 2060 should easily beat the 1660ti. Whether you can swing the price difference is between you and your wallet.
